How many characters do you use in one account?

I have only started playing the game recently, but I don't know if my account for the psu2 can allow me to create another character. I want to make sure before I do create a new one.
To get a second character, do I have to buy a license? like FinalFantasy11?

One GUARDIANS License holds up to four characters. There isn't a way to get more than that.

Do make sure you create the new character in an open slot, though...
