Is there a way to get in the Control Tower w/o doing a mission offline?

if you have PSO EP1+2 plus, you can go to episode 2 and there are 3 quests that lead to the control tower, but you must have PLUS.

Yes you must have the plus version and you need to be at seabed to unlock the quests.

I don't mean the Control Tower quests, I've done those already. I mean offline multiplayer or a non quest trip to the Control Tower.

no there is absolutly no way to go to the control tower multiplayer ofline only single palyer PSO+ Quests will get you there

You can't do a single quest offline while being in multiplayer.

If you have gotten the info from a computer in the Seaside Area, it clearly says that Control Tower is locked down and can't be accessed normally.

Therefore, the only way to actually get in there is through quests because it grants you special privledges.
