Where can i get the [B] Casterline?

Where can i find this board? Can i buy it in a shop or is it found?

I'm tempted to believe its either offline only or not in the game yet. I believe its been on hacked item lists, but its not listed as dropping anywhere in any of the US or JP sources.

Its on the item data base but it might not be out yet, i guess
