Can you only find the Jao Delma on C rank?

Can you do a higher rank and get the jao Delma or does it have to be a stupid C Rank?

You can find it in any rank. It drops from the same victim you would murder. It's just that in higher ranks, such as S, it will vary around new items that would drop like Giga/Bullet PP save.
