what are they and how do you use them? are they in your PM?

You can store items in your PM, (select your PM, then select the "Store" option; will only allow you to store items in your inventory).

You can also store items in your common box, which is located in your room on the wall opposite the big window.

They're things you can store items in, there's the storage on your PM which you can access by talking to your PM, going to "Use Storage" and then s'kinda obvious from there.

The other thing is the common box in your room, where you can store items but the difference is your other characters can access the common box so it's useful for transferring items/meseta.

The common box only works in Network Mode, iirc. Your PM works regardless of being online or offline.

I think they prevent you from transfering items in extra mode to prevent duping.

Think of it this way: ...If you have 2 chars in extra mode and 4 slots, you could easily copy 1 char into 3 of the 4 slots and dump your meseta into the bank over and over again. Pretty sure it's a game design decision. ...Sorry. =/
