I thought that the Meow Mustasche was used to make the "Relaxing Jao" decoration item - or something... a "Chao" sitting in a bathtub or a relaxing pool. I'm not sure about that though - since I haven't bought the board for it. I hate Chaos.

In any case, it's a reference to Musk Cats most likely. I.E. They're whiskers off of a talking cat.
