Crossbow vs. Twin Handguns for SE Question

Two part question:

A) What is the SE on the Crossbow (20 cap) Is it SE 3?
B) Which one would be better for just burning monsters.

Ok fine another question also, some monsters only gain SE effects from a cetain SE level right?

For example if I was to shoot a certain mob 1000 times with SE 2 and it never got a status effect, would SE 3 have a higher chance (or any chance at all) to land on it? I know it depends on what is being fought but in general do cetain mobs never get SE below a cetain level?

1. Crossbows get SE3 at lvl 21 (Guntecher/Fortegunner). At lvl 20 cap, they have SE2 and shoot in a "V".

2. I'd say Twin Handguns, SE2 at lvl 11, and don't have that annoying "V" shot.

SE3 can burn everything but minibosses and bosses (duh). They can burn the big spiky dudes on moatoob, the gargoyles, and other big hulking monsters. It also burns better and longer than SE2.

Hmm.. thank you, so would you say the best weapon for SE effect will be a Twin Handgun Combo for a FighGunner?
