I don't think it was him, there was someone there using the chat hack and making people talk.

In the first screenshot, guy to the right near the entrance to Linear Line. He was causing trouble with several other people (making them yell out racial slurs and how they were gay.)

Well, I'm just assuming the Ryu20 on the Xbox is the real one, because his GT is Ryu20 and he had a character on PSOX named Ryu20 who would idle constantly in Apatite.
