how do I get the update?

I'm new to PSU and PSOW and have never played PSU online before (and cannot). How would I be able to get the new PSU updates? Can I connect in network mode and get the updates without paying the monthly fee? Can I get the updates without connecting to network mode?

(btw, I use a ps2)

Welcome.
Offline mode doesn't have updates. The updates are for online/network mode only. If you want them you'd have to pay for the fee to play online.
