It varies quite a bit depending on the class in question. HUnters can generally clear areas the soonest. RAngers are somewhere in the middle. And FOrces need a lot more levels to safely clear areas.
Your best bet for levelling fast are playing online with help or offline-multiplayer with help. However, be aware that this does not open access to areas for offline single-player.
These are my realistic guesstimates based on the character of each class-group with the lowest HP (HUnewearl, RAmarl, FOnewearl). Higher HP classes could safely do it a few levels earlier. It is possible to do it much earlier than the levels I recommend, but it's very risky unless you have high enough HP. Keep in mind that these are based on offline single-player. It would be wise to add anywhere from 1 to 25 levels for tackling areas with online or offline multi-player.

For episode 2, so far my estimates are 1.5x that of the episode 1 levels. For example: it's not a good idea to tackle the boss of Normal Seabed (ep.2 ruins, so to speak) with a HUnter until you're around level 30.
Again, these are just my opinions and should not be taken as absolute. There's a lot of variance based on how powerful a character is and how much HP they have. Also note that ELT resistance can be a life-saver against Dark Falz on Hard and Very-Hard (it's not really necessary against Normal and Ultimate Falz).

You know...I think some research should be done into the levels, and a guide should be compiled that will tell the levels at which you SHOULD be able to beat the areas...and have a guide like that for every character type.
I know for a fact that HUcasts can beat the Dragon at level 3(I know...I did it with 2 HUcasts), but a HUnewearl might not be able to beat the Dragon until level 4 or 5.

My Fonewearl beat him at 60, and RAmarl at 47. You're numbers dont really take into account that most anything can be overcome with the right equip, like general/hp and resist/light

Holy cow, 160? Thats just... wrong. First off the HP needed is way lower than that, its like around 700 for the swipe now. Once you have enough hp to take his attacks, forces will have the easiest time with him, while for other classes he's near impossible (with no scapes) I beat him at level 99 with my FOnewearl. I'd put the levels aroudn there

Actually, I was basing my estimates more along the lines for beginners who don't really know what they're doing yet. Experts shouldn't even need a guide like this as they already know what they're doing. It's easy for me to beat the Dragon with a lone HUnny on Normal with a minimum level of 3 (can't have any lower than that, if I'm not mistaken, getting to the dragon) and no transferred items, because I know what I'm doing. For someone who's doing this for the first time, yeah, they're probably going to need a level or a few more simply because they have to learn the system.
However, if Falz's swipe only does around 700 on Ulti now, then yeah my levels are way off. Obviously I was basing the levels more along the lines of ver.2, as I haven't tried taking on Falz yet in Ulti of E1&2. I could throw on my three God/HPs and take his sorry ass now according to what you said. I might just have to go do that. http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/icon_wink.gif

Hard Mines 42? 52? Geez... I just beat it at level 33 with a FOnewearl. Don't forget that Vol Opt is a pushover if you know his moves.

"Vhard
forest:65"
Hmm.. my FOnewearl was level 41 and could solo heatsword quest. She also does fine in Ruins at her current level of 48 (only chaos bringers kill her).

My way:
1) Go to an area you're unsure about.
2)Let the first enemy hit you.
3)If you get knocked down by a regular hit, you don't belong there. Go and level up.
3a)If you take the hit and still remain standing, go for it.
Simple, no?
*note*
The first hit is not a critical hit and it's from a common enemy in the area, not one of the stronger ones.

I'm only up to Normal Ruins, as I don't get a lot of time to play. My HUmar beat the first three levels at lvl 4, 13, and 17, respectivly. Right now, I'm level 26, and if I ever get enough time, I'll go through all the ruins and fight Falz. Right now, I'm working on beating all of the quests so I can get my Frying Pan and Soul Eater.

No. Then forces will never get anywhere

I can't usually agree with everyone's numbers but usually depends on equipment and skill of combat.
For me these were the lvls I was was able to take:
Normal
Forest: 4 (anyone can breeze this easy but you can maximize the exp points here till at least lvl 8. I did mine till lvl 13 doing all the forest missions).
Caves: 15
Mines: 19
Ruins: 27
Hard
Forest: 35
Caves: 40
Mines: 42
Ruins: 48
(as you can see I was able to burn through Hard mode fairly easy with the right equipment).
V.Hard
Forest: 53
Mines: 56
Mines: 60
Ruins: 65
I'm in Ultimate Forest/Caves right now lvl 79 HUcaseal. I can't really advance any further because I don't have the right equipment at the moment. Always use the forest in each difficulty to maximize exp point potential because its really fast to get to the dragon boss plus if you know what you are doing you can easily rip the dragon a new one. Every time I start playing PSO, off the bat I do one Forest run just for those easy exp points.

I don't know about the other bosses and stuff but I beat Falz on normal at level 17. I forgot all the other stuff.

With my fonewearl, I beat offline ultimate forest and caves between levels 75 and 79. Then at level 88 I beat mines.
