Hard / Power Charge increases the cost of skills and bullets, not lowers it. The icons are a little confusing, blue arrow pointing down means you'll be get less usage out of the PA, because the cost has risen

This is true ari, the arrows are confusing and weird, we ran into that when we first tested a skill save a while back =P
