I noticed this alot. (In both Episode I & II)

Whenever you approach an enemy/begin to fight it, its claws look dull.

When you're in range, however, its claws "light-up" or "glow", as they do their battle cry.

When you kill them, their claws return to the dull color they once were. Machines do not do this. Any reasons?

Something like that.
They must have retractable claw glowing things inside them.
Or perhaps they don't know you're there. So they don't need to 'charge themselves up' yet.
Or maybe Sonic Team couldn't be bothered to keep them on.

I think that they only "light up" when excited or disturbed. I think there are a few undersea creatures that do that...

You mean Dolmolm & Dolmdarl, right (Seabeds) ?

Their fishy powers are scary.

No, I meant IRL sea creatures... although the Dolmolms, Dolmdarls, and the floating jellies may be a tad bioluminescent as well... hmm.
