Spreading out server populations

I'm not sure if the crowding of the entire population into Universe 2 is considered a problem in general.
I have some suggestions on voluntary plans (http://boards2.sega.com/psu_board/viewtopic.php?t=18384) to spread it out on the main PSU board.

The main thing if any of these plans is to work is that people have to hear about them. So please give it a look.

this idea is going to get as much attention as it did on that forum http://www.pso-world.com/images/phpbb/icons/smiles/icon_razz.gif i dont find there is a need spread it out. there isnt enough people to spread it out anyways

spreading it out by mission rank makes the most sense of those options, and one of the guys commenting on it wasn't too smart. He made it seem like this is required. I mean, if your group of friends want to do Relics S anywhere, sure you can do C runs to get there even on the S universe, it's not illegal or something. The guy was talking as if it wouldn't be allowed or something.
