Is there any way to create a private network and play with a group of friends without paying for a Hunter's Liscence, kind of like what people do with Halo?

No, unless someone on PC runs a private server, but the game is way too new to do that, and not enough people.

At the moment, there are no private servers for Phantasy Star Universe. The best you can do is pick a deserted server and play in locked groups.

Since discussion of private servers is against the forum rules, I am going to lock this thread.
