Someone on the official forums said he sighted them, they dropped Room Decorations that I've never heard of, he's currently uploading the video of them to youtube.
Or so he says.

psupedia.info has a section devoted to getting rare encounters. it's not really that hard... it's like a slot machine... there are 3 "stages" with 3 blocks each. The enemies that appear in the first block of each of the 3 stages MUST match what is being shown to get a rare encounter.

Yep. Given the time I put to search for those buggers, there hasn't been enough hours since this update for me to get it, with my luck.

I would say, this is a slot machine where it must be 1/10000 odds.

I don't like this whole 'rare map' malarky. It was a lot nicer when ANYTHING could be rare... Made it seem a bit less contrived.

As of the update, cupid's bow and arrow HAVE been dropping. Well, the board for the 10* kubara bow that shoots hearts. I'vee seen maybe 5-ish up for sale on the jp server. But how and where you get them, I have no clue. I would guess from the Rappy Amure... or Jyaggo Amure if those are in. As for difficulty? I would assume S and up, but I'm not entirely sure.
