Two things I can think of.

1.) The story mission has him out already. Perhaps it drops there.

According to this thread (http://www.pso-world.com/viewtopic.php?topic=134356&forum=20&4) the actual boss was to be released, but wasn't. We'll get him next week, have patience.

As for the story mode reason, that does make sense.
