Why can't I do that which has already been done?

I have seen people with two NPC's and their pm in online games. I can only have one of each. What am I doing wrong? Do I need to do a another special online mission?

You are only allowed 2 NPC's. Combine them however you wish. So at most 'solo' you can have a group of 3. You must have misinterpreted the group makeup when you seen people with 2 NPCs and their PM.

The only place I can think of this rule being not true is the online story missions, however, there has yet to be one that gives more than 2 NPCs at one time.

...maybe but the look was soo convencing. I did see lou and the old guy with the googles indivudaly combined with laia and a Partner machine.

Someone told me the same thing some months back, but I could not get it to work either. They had my hopes up.
