How exactly do they work? Do they add a static power bonus, then get another bonus on opposing element enemies? Do they only give a bonus/penalty on certain element enemies?

Where in damage does the bonus apply? Base power, base power of weapon only, base power of your stats?

Simple Answer: Attack an ice enemy with a 20% fire weapon, and you'll do about 20% more damage than you would with a neutral. It multiplies your entire atp

Don't quote me on this, but I think it works like PA percents. A PA that boosts your damage by 50% is shown to multiply your entire ATP by 150%. If you have 1000 atp, it'll boost your atp to 1500 only when doing that PA. If you have a 50% ice weapon and are using this PA against a fire enemy, your atp only when attacking that one enemy will be 2250 (1500*1.5). This is my guess, and I can to guess this because of both the way PAs work and because of the huge damage boost elemental weapons get.

PA % is just the % added compared to ur normal attack

example:

use Attack, does 150 on a Polty (random example lol)
Use Rising Strike, say its about 135% in its stats?

it would do 35% more (the 100 being ur normal, the 35 being added)
