Once I've leaned something like foie how do I use it?

Link it to your wand or rod and use whichever key you set it to (down arrow or right arrow).

Get a rod or wand type weapon, select it in your inventory, then go to "Link photon arts"

You have to link techs to weapons in PSU. If you link the same elemental type techs, you get a elemental% boost.

Wands can have two, while rods can have a total of four.
