when does the pavillion of wind/club open?

in my time on psu I've noticed 2 areas of interest...1.the club on clyez thats always closed and 2. the cog pavillion of air on neudaiz that you can't open

They should have the pavilion open on Sundays only. I everyone must attend or else they lose some experience points(that's only if your online though)
