Why, oh WHY, do offline hunters have access to S-rank double sabers, but no A or S double sabers EXIST offline?

Because Fortefighters are about Heavy-Duty weapons and Double Saber isn't.

Because they're lazy and gave hunters access to all melee, regardless of whether it's there or not. My guess, anyway.

Have you seen Tornado Dance? The weapon doesn't have to be strong, that Photon Art takes down large enemies very nicely.
