Nobody knows who'll get it, but we can speculate. It's a one handed weapon, so it seems to go well with wartecher (low PA levels and want of a mag weapom, as well as war techer's lack of S ranks). Fighgunner doesn't seem like it'd be bad with it, due to fighgunner being a ranged class and most ranged weapons are lefthanded.

Of course, this is assuming the whip is one handed, which it may not be. Double sabers are held with one hand, but they're two handed weapons, so we may see the same thing with whip, making it ideal for fortefighter. However, I'm thinking it's going to be a wartecher weapon.
