im looking for the special enemy on motoob

anyway i got 2 npc's in my party and they both have 3* luck but i myself have no luck. now my question is well i still have a higher chance of seeing the special enemy even though i myself dont have luck?

Your star/photon fortune doesn't give you a better chance at seeing rare enemies, just a better drop frequency for normal ones.
