As far as I know, you can't trade the fragments or the PA disks.

Though I haven't tried myself, I believe you can drop PA frags for someone else to pick up.

If you trust the other person enough, one drops meseta the other drops PA frags.

no, you can't drop , trade , nor in anyway get a PA frag to another person

However, you can put them in your storage & swap them between your alts
