A question about items, online play and the item guide

If an item has "-" listed as its rarity in the item guide what does that mean?

Specifically, I am after the Formal Dress. Is that something that has not been implemented online yet, or a time-limited item I missed, or something else entirely?

It haven't been implemented yet.

The dress isn't online yet, but some people have been able to get screenshots of characters in it.
