Why is the enemy STA so high?

It's basically impossible to inflict SE on anything in S2 unless its 3 or higher. Making my barta lvling seem uselss. WHy can't they lower it some? http://www.pso-world.com/images/phpbb/icons/smiles/icon_frown.gif

why would it not be high, the enemies would be no challenge if it was low.

But it makes rangers more usefull for their high SE and stuff.
