Uh, well, from what I know Earthlink requires you to download their software... I know people are using crossover cables to connect their Cube to the computer for BBA service, I suppose you can do it for Dial Up too.
As for compatibility, just call 'em. I dunno why you'd post here just to wait to see an answer. Unfortunately I can't answer it for you off the bat, because I use another ISP.
DNS stands for Domain Name System. It maps domain names to the IP addresses. In other words, it associates the domain name with the IP address.

Well, they would need a BBA in order to use ICS. The computer could connect to the internet via dial-up, but the GC would have to connect via an RJ-45 Crossover cable to a networking card in the computer.
A GC with a modem adapter could possibly dial into the computer itself as if it were a server, and this was possible on the DC, but I do not know if the GC setup is flexible enough to allow this. I don't work with dial-up much anymore, so unfortunately, I can't help you here, because I can't try it out.
On the Dreamcast PSO, I used SegaNet dial-up to connect, and -- when their customers were bought and the SegaNet ISP went away -- I used Earthlink. So, yes, you can use it, and considering their past with Sega, Earthlink will probably be fine with helping you out. Give them a call.
If they cannot help you for any reason, try calling 1-800-USA-SEGA to obtain their customer service number.
