I had a subscription renewal around this time, they didn't charge me on the 12th when they said they would on the billing site, inadvertendly dropped my account below $10 and figured whenever they finally tried to bill me they saw a lack of funds, now I see folks are having a mass problem concerning this time frame!
edit- on a side note, go look at the new subscription option, it reads like you are opening up a BB account, either its linking to the wrong spot or some jack bum copied and pasted the wrong segments! -endedit

Hello,
As stated in the previous email, you will not be able to purchase a new
PSU subscription until your current one has finished processing
cancellation. Until it has finished processing cancellation (gone from
'pending cancellation' to 'cancelled') do not attempt to resume the
subscription or purchase a new account as it will only delay the
process.
Once your PSU account has become fully cancelled, you should then
attempt to purchase a new subscription on your account as outlined in
the email below. If you have any more questions regarding this process,
please let us know.

There appears to be an issue with resuming your account and is currently
pending cancellation. Your subscription will need to be fully cancelled
(wait for playsega to have your account as 'cancelled'). Do not attempt
to resume your account or make any changes until it has gone from
pending cancellation to cancellation.
We have made changes to your account to allow for a new subscription to
be created for your Phantasy Star Universe account. When your account
has become fully cancelled (no longer pending) please follow these
detailed instructions on new subscription creation:
1. Log in to your account
2. Select the 'New Subscription' tab at the top of the page 3. Enter in
your valid billing information and submit
Once accepted, you will be back up and running normally. Creating a new
subscription will not affect character information. All character data
is linked to the Game ID. Please contact us to confirm this process
worked correctly or if you have any additional questions.
