PSU-Item: What do Special Drops count as?

What the hell? I remember getting a Vahra Nail a very long time ago, and it seems that item is considered a Special Drop.

I'm looking for the Vahra Claw board. What exactly is a Special Drop and does it have a harder percentage than a normal Rare Drop?

For ordinary item drops, the drop will depend on the level of the monster. Special drops can be dropped by the monster at any time (level does not matter).

Vahra Claw is a Go-Vahra Special Drop tho. i think they lowered the rate for those, cauz i barly see anymore nails dropppin.
