Well the synth rate is the same for all S-rank melee weapons at 100 striking - 85%.
I'd assume it's the same at 0 striking too, and the Crea Doubles page in the item database has a 37% base rate listed.

Same thing for ranged and casting weapons, 75% at 100 ranged/TECH respectively.
The Halarod has a base rate of 39% listed.

well if u have 80 strk on your PM its only %81! which is still higher than a ranged or force weapon with a full range or force PM!

Id imagine its 65% base rate, given that every 5 levels of STRK adds 1%

Wtf!? My pm had 80 striking and 20 tech and it had a 80% chance. So if you go off my results, 5% for every 20 levels, you end up with 60% base rate. This I'm almost 100% positive on

Well, the base rate on a 100 pure striking PM is 15% chance of failure being successful.
