Simple question

For some reason when I try to join a party, it says I don't have the right pre-requisites. What does that mean? There are less then 6 people in the party, it is not locked with a password, and I am of the apprioximate level. I can't figure out what it means for the life of me. It also does that when I try to join certain rooms.

Certain rank missions require a certain level (a lvl 1 can't do S ranks for exemple)
As for rooms it means that there is 6 ppl in the room and you can't enter at the moment (a room can't contain more than 6 ppl at a time)

There was 4 in a moatoob party and I tried to get in. Someone said some missions have a cap of 4. Could that be the reason?
