A Silence Claw is not that much of a big deal...but it is stealing, which is bad.

"Stealing"? It's a matter of common sense, there's no ID tags on items in PSO. No "Call this number if lost" collars. If you want to be stupid then you're just going to have to eat your crow and deal with it.
