Are the s ranks like the Halp Serafi able to be got in extra mode?

Yes -> npc shops, dagger of serafi from pannons in hive..

Certain S-Rank weapons can be acquired from the stores (Blackbull, Deva-zashi, etc...). Others have to be found (Dagger of Serafi) or synthed (Svaltus Sword). Most of the S-Rank weapons (including the Halp Serafi) can only be acquired in online mode. It is also worth noting that certain offline S-Rank weapons (Ulteri) are online A-Ranks.
