PSOBB: Game ID Problem

Every time I try to register a Game ID for PSOBB I can't get in to the registration form.

Here's the link.. (http://www.psobb.com/guide/pregame/id.php)

I click on "Click here to access the PSO BB Billing Site" and it comes up Cannot Display.

This is the URL I go from, which is what I'm thinking the main community site.

I can't register a Game ID and get into PSOBB.

I was SO looking forward to it too D:

I did register, and it didn't work.
