Formalwear isn't available offline, as far as I know. It's been hacked out, sure, but it's not available legitimately.

Thats what i thought.But PSO world and PSU pedia both say its available offline and i couldnt find it anywhere.lol

Outside of hacking, there is no way to obtain the Formalwear offline. The note for the item indicates it can only be obtained from the online Famitsu event at the moment.
