the total hieght of sig and text combined cannot exceed 180 pixels. there can be no more than five lines of text (even without pic)

I think the reason these rules are the least enforced are because it's the least to suck bandwidth and give 56kers trouble, unlike a big image. They probably exist more for the fact it reduces the sigs stretching the tables.
