A skin just makes something look different. It doesn't affect how it functions at all. Winamp seems to be some music-playing program.

though it can move your buttons around and reconfigure menus so that a choice from a menu now has it's own button, or vice versa

There are different skins for different programs. So Ronin's Puyo skin only changes Winamp unless he has Puyo skins for multiple things.

Different programs like how FireFox has its own themes, itunes has skins, Limewire, just about any popular program ever has custom-made skins for it.

Kinda like how PSO-W has different color themes.
It doesn't change anything but how it looks.

they are not illegal, and yes IE has skins, more so for IE6 than 7, because 7 is so new
