You need to be level 5 to make a crew, a team with a flag and a name and all that jazz.

Found that out in Team Center in the giant underground room with the dealership/My Garage/Parts store and everyone driving around in circles. And you need a team to challenge other teams to races instead of just doing single player missions yeah? (I did the first 2 beginner ones)

But you can add a friend anytime by name in your friend list.
