I think there is a good reason for not being able to grind s-rank weapon yet.
I mean, i would never grind a very rare weapon for it too just break because i am power greedy.
And i know, people would grind anyway so i think it´s wise of them to wait until the expansion which banish the breaking part.

They are not available in shops in JP and they do not have the board. Saying it'll be out in AoI is a bit far fetched IMO. The board maybe drop only as well.
