As far as I noticed, it's kinda random... although it might have something to do with your previous shop searches/visits... I think.

I have noticed this as well, however sometimes I search for Recommended shops and find nothing...and I find it hard to believe that, during peak hours, there is not at least ONE person in their room with a shop at any given time....
