I'd imagine it's holy water. Mario being the manipulating demon seed that he is, it makes perfect sense.

eh, mario's heavy plumbing equipment drags him down and he drowns? He can't swim? Though his fat should make him float... then again in newer incarnations he's now healthy...

Mario is tough shit, he eats steel for breakfast! Because of this he cannot swim.
