Not necessarly. With a usb cord you can connect a DDR pad to your PC and play it that way.

Also people with hacked DDR cabniets sometimes put a Stepmania CD into the harddrive and make the DDR machine a stepmania outlet. (They did it at some WoW spot in Odinston
