What you can find depends on a few factors.
The section ID.
What ID your character has directly effects what you're going to find.
The difficulty.
You're not likely to find much in Normal. Some mediocre items drop in Hard. Some good items drop in Very-Hard. And some great items drop in Ultimate.
The area.
Different items show up in different areas.
See the Item Findings page for more specific details.

All those factors are extremely important, but really, early in the game, the best way to become stronger is to raise your mag. It takes a lot of time, devotion and meseta, but believe me, a low level character with a decent mag can be INSANELY strong.
As far as weapons and armor, you'll find plenty of them, just be persistant. Armor is much harder to find, especially those with "slots" which are vital for equipping units. Weapons shouldn't be all that difficult to find, but of course you'll wanna keep an eye on the % bonus of a weapon... A good weapon with 40% to Nature will do quite a bit more damage than one without the bonus.

If you are new to PSO, then beat the forest 4 to 5 times before advancing, I find that every time I beat the forest and are lower than level say...16 - 20. You will always gain at least 1 level by the time you beat the Dragon. Then when you feel the time is right, try the caves. Eventually everything will be easy to you. Just dont worry, as you level, and advance in the world of PSO, you will find that more weapons come to you naturally.
