I was actually thinking something about these lines. I've been around a number of PHPBB forums, and supposedly while it's easy to move and lock posts, deleting them is a pain, so mods and admins prefer to avoid that at all costs.

What if someone went on a spree and in a few minutes spammed threads so offensive simply locking or moving them wouldn't do? They'd need to delete, which could cause problems and seems to require a bit of downtime.

Another issue with that kind of forums is when one gets too full and such and to fix they have to be taken down from time to time; and if they should fall, depending on how full they were, they can be a pain to put back online, at least without losing any meaningful data.

So yeah, something happened that made them put them down, and now they can't put them back up. At least that's what I think.
