Do Jarbas only appear in block 1? Or are there more in other blocks?

There are more in block 2. One of the rare maps has this.

The map that starts with a long field (the one with 6 Jarbas in block one) usually has more Jarbas in block 2. I think the other two maps have Polvahoras in block 2.
