Id mostly go around and ban people I know are asses.

I'd ban everybody.

Then lift the ban and wait for people to join games and start banning them in the loading screens. But, I wouldn't ban everyone, so that some of the people in the games would be like "WHERE IS EVERYONE?"

And I'd leave five or six players in the lobby, just to watch them try and figure out what's going on.
