On the guide to get rares on this website it says to telepipe up and down in an area where there are enemies that have rare counter parts, like on the fake in yellow quest. Does that mean that I go into a room, like that big room with white floor, and when the rappies appear start telepiping up and down? Or do I wait outside the gate to the area and telepipe up and down?

It doesn't matter whether you're in the room or not.
And I recommend the room with 8 rappies, just before the room with the whitish ground. If you go to the side where you can look down at the ground below of another room and position yourself facing the opposite way just right, you can see all 8 rappies without having to move at all. It shouldn't take more than a couple minutes to get set up. It also doesn't matter if you hit any of the rappies, just don't kill them.

Does it matter what difficulty you are on??? by the way, if its all right with you, I made a HUcast and hes on lvl 15, he's willing to train with ur new character...If She isnt already WAY ahead of me somehow. =D I am still debating on HUcast, or HUmar

On Normal to Very Hard, Rare Rag Rappies are called Al Rappies. They're blue. On Ultimate, regular rappies are called El Rappies, and Rare ones are called Pal Rappies. Mainly green but lots of colors, makes it look tropical.
Both difficulty mode and section ID affect what item the rare creature (any creature for that matter) drops, go to the main page and look for "Item Findings" on the sidebar, and check what you can get for your ID.

How often are you getting actual rare items from Pal Rappies?? I've used the trick to get about 10 Pal Rappies offline now and they've all dropped nothing but utter crap http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/icon_frown.gif Btw, I'm level 79 Oran Hucast...
Also this is off topic, but does anyone know if the number of hours played affects the rare drop rate? Back in the DC days I would get DB Sabres and other "crap" rares all over the place in even Hard and Noraml Forest with my lvl 100 Racast with 400+ hours on it. My current Hucast has 400+ hours on it now but I barely see rares even in VHard Ruins let alone anything good...

There's a lot of speculation about beat times and all sorts of bizarre things that effect rare drops...I don't believe any of it.
Just keep trying.
The one thing I _do_ believe is that certain rare items are less rare than others. For example, a rare monster that drops a Diska of Braveman will do so probably 90%+ of the time, while another rare monster that drops a True Agito or a Lavis Cannon will probably drop it less than 50% of the time.
That's just a guess, keep that in mind, it could still be totally random.
I've been getting some great luck today though that's for sure! 4 Love rappies (Each one in a different mode or ID) and 4 of the rares I was looking for! Going for number 5. If only I could get online and find some St. Rappies, it would truly be a blessed day. =P
