Storywise... there just doesn't seem to be any place for it. On top of that, other games that had PVP shoehorned in after release usually saw a bunch of things "rebalanced," which almost always was dev-speak for "Nerfs!!!!111 http://www.pso-world.com/images/phpbb/icons/smiles/icon_biggrin.gif!" and such http://www.pso-world.com/images/phpbb/icons/smiles/icon_razz.gif
