Can Halloween rappies (and rappies in general) spawn anywher

Like... from the lowliest C-rank Linear Lines quest on up?

As i'm only level 12, just starting out, and have no friends to play with yet, i'd kinda stuck doing Fight for Food calibur stuff solo for now. Do I have a chance of finding rappies and their seasonal drops?

Well, if you level once or twice more, you should have no problem. Upgrade your main weapons to 3*, ignore 2*, not worth it, and go to the club, and be patient. Sooner or later you should get an invite. And Rappies spawn in MOST maps, but a few, and many on Moatoob, have Jaos instead.

Yes while lvling a bullet I ran into halloween rappies in a non 1up event mission. When the rare monsters get switched for an seasonal event all missions they appear are effected.

Yeah Jaggos (or Jaos as called when made into furniture) are often replaced, however Rappys appear in most maps but if you mean spawn anywhere in the level, They always spawn like near the end.

So what is proper etiquette for getting a 1up invite? Just stand around waiting? Should I ask for invites, or just patiently wait?

ask for invites, people only invite high lvls and people like me are willing to take on low lvls when doing C runs. U on 360?
