Does it decrease the chance of actually making the items (all the same item)? I'm thinking I'm just having a bad luck streak but being 11 / 40 on a 48% chance Beam Vulcanic I don't want to take any chances.

Nope. It all depends on the synth rate of each item and your PM's stats. There's no little tricks to it.
